- Briefly documented comments by Messrs Convery, Hawkins and Kingston (public speakers)
- that housing numbers may be affected by the introduction of the Localism Bill
- that 'It was clear that the former RSS housing figures were neither achievable or deliverable'
- that 'The revised figures were based on natural growth, and in turn based on 2008 demographic data that was now available, and in turn based on what could be delivered.'.
- that the population of Northampton may naturally grow by 35,000 in the period 2011 to 2026
- that housing numbers should be based on 'need' as well as what is 'achievable and deliverable'
- and should not be limited at this stage by abadoning Sustainable Urban Extensions
- that the Northampton Central Area Action Plan was a useful adjunct to the JCS
- A statement that a report on the A45 Link Road is expected in Jan 2011 (hopefully at Upton)
The proposed overall lower growth figure of 50,000 homes for West Northamptonshire was accepted.
